Temporary foreign workers

Temporary foreign workers enter Canada to work temporarily to help Canadians address skill shortages. The Temporary Foreign Worker is facilitated by two different departments of the federal government: Human Resources and Social Development Canada (HRSDC) and Citizenship and Immigration Canada (CIC).

HRSDC foreign worker application - Labour Market Opinion (LMO) process

The Employer must submit an HRSDC Foreign Worker Application for a Labour Market Opinion (LMO) to the Service Canada Centre responsible for their area.

Certain occupations may be exempt from the LMO process.

Work permit application

Once a LMO Confirmation is issued a foreign national may apply for a work permit at a Canadian Embassy, High Commission, or Consulate at any time.

There may be situations where a foreign national may be able to apply for a work permit upon entering Canada.
